Smart City Thiruvananthapuram Ltd

Smart City Thiruvananthapuram Limited is an Special Purpose Vehicle (SPV) set up for implementation of Smart City Mission of Government of India with a project overlay of Rs. 1538 Cr.  Thiruvananthapuram was selected in the third round of Smart City Selection and secured first rank in the Smart City Challenge in 2017. 

The proposal submitted to GOI had 43 projects aimed at improving basic infrastructure of the city and harnessing the use of IT based solutions to make the City Smart.

The projects can be grouped into two categories; Pan City Solution (IT based solution) for entire corporation area and Area based development (ABD) Projects which are specifically targeted for 9 wards in the City Centre as a retrofit model.

ABD Projects are intended to retrofit the area delineated as ABD Area with high quality Urban infrastructure, whereas Pan City Projects aims at City level smart IT solutions like Surveillance, e-governance which has wider benefits for all the citizens of the cityMost of the Smart City projects of the Thiruvananthapuram Corporation have entered the implementation stage. Key projects within the ABD Area include the Palayam market redevelopment, Construction of Smart Roads (with underground utility ducts), Rajajinagar development, Construction of Multilevel Car Parking at Thambanoor and Palayam, Warehousing complex at Chalai etc. All these developmental works would be integrated with suitable smart solutions unique to each project so as to harness the best of IT technology for provide innovative solutions (for e.g.: App based Smart Parking solution and CCTV surveillance in Multilevel cap parking) SCTL is addressing the mobility issues of Thiruvananthapuram City by construction of Smart Roads with proper pedestrian footpaths, road and junction redesigns, introduction of ATCS (Automated traffic control System), dedicated cycle tracks wherever feasibility, Smart Parking Solution (On Street and Off Street). Multilevel car parking are also being constructed at Thambanoor and Palayam to generate around 900 car parking slots which can cater to the increasing parking requirements in the City Area. SCTL is also introducing electric rickshaws to promote electric rickshaws to promote ‘Shared mobility’ concept in Thiruvananthapuram City. The vehicles will be plyed by lady drivers and persons with disability to make it a socially inclusive project. EV Charging facilities are also being created at certain locations for promoting electric vehicles in the futureKey Pan City Projects include development of an Integrated Command and Control Centre (ICCC) which would become the hub of decision making and inter departmental coordination for Thiruruvananthapuram Corporation. SCTL is also developing a Traffic and Safety Control Centre (TSCCC) for Police Department for traffic management and solve safety surveillance related issues. About 885 cameras are set to be installed across the city to monitor traffic and for strengthening surveillance. In future, SCTL would focus on integrating varying IT functionalities of government departments with the ICCC so that ICCC acts as the epicenter for coordination during pandemics like Covid-19 or natural calamities like Floods which ravaged Kerala in 2018 and 2019. The routine functions of the Corporation like e-governance, utility bills payments, property tax payments, approvals can be further streamlined and the SOP’s can be more clearly defined. The Thiruvananthapuram City “Smart APP” will be retrofitted with all the functionalities mentioned above and more features would be integrated. Other areas in Corporation may also be developed in future if the Smart City Mission programme is extended by Ministry of Housing and Urban Affairs.
